On the prospects and advantages of development of “cities of million” in Uzbekistan

It is known that the formation and development of “cities of millions” is actively considered among the representatives of the expert community. It was noted that with the right approach to this process, our country can achieve some positive socio-economic results.
World experience has shown that a “city of million” has great potential. In particular, investors are being actively involved and large investment projects are being implemented. At the same time, it should be noted that in “cities of millions”, engineering and communication infrastructure, transport logistics, which are widely connected with other cities, are developing steadily. In addition, it offers a wide range of services, job creation, quality education, taking into account the full population, which, of course, will improve living standards and living conditions.
It should be noted that similar processes can be observed not only in the West, but also in neighboring countries. In particular, during the independence of Kazakhstan, three cities of million were formed. For example, by 2017, a city with a population of more than 1 million was located in Almaty alone. However, since 2017, Nur-Sultan (formerly Astana) has become the second “city of millions”. In 2018, Shymkent became the third “city of millions”.
According to experts, in order for Shymkent to become a “city of millions”, purposeful measures have been taken, including an area of about 770 km2. If in the early 1990s the area of the city was 130 km2, in 2011 the figure was 400 km2. These data show that the city area has doubled. However, by 2018, the urban area has increased almost 3 times compared to 2011. Currently, the territory of Shymkent is 1170 km2 and has a population of more than 1.1 million people.
Uzbekistan also has ample opportunities for the formation and development of “cities of millions” aimed at achieving positive socio-economic results.
This means that the city of Samarkand is located in the central part of the country, at the "crossroads" of several major highways and railways. Thus, the geographical location of Samarkand is very convenient, and the city performs a number of administrative, historical, cultural, touristic, social and economic functions.
For information, the city of Samarkand covers an area of 123.8 km2 and is surrounded by the territory of Samarkand district, which includes 3 urban-type settlements located in the territory of Pastdargom and Samarkand districts. The city is located in the foothills of the Zarafshan mountain range at an altitude of 695-720 m above sea level. The terrain is relatively flat. Population - more than 559 thousand people, population density - 4518 people/km2. There is an agglomeration of more than 1 million people around the city.

For this purpose, separate areas of neighboring districts will be included in the city. Government offices and administrative services will be relocated outside the historic center. There are plans to build 2 tunnels and 2 bridges.
It is also planned to employ 40,000 people in tourism, one of the main sectors of the Samarkand economy. It is planned to increase the volume of tourist services by 10 times over the next five years by turning the region into a tourist center of the country. In particular, more than 600 new hotels and guest houses will be established.
The largest project in this area is the Samarkand Business and Tourism Center. The 212-hectare complex will include an international conference center, the Eternal City caravanserai, eight hotels, recreation and entertainment facilities, a craft center and artificial ponds. More than 5,000 people are employed here.
As a result of the implementation of the planned projects, the number of foreign tourists visiting the region is expected to reach 5 million a year.
According to the project under consideration, part of the territories of the districts adjacent to the city of Samarkand will be annexed to Samarkand.
Thus, the territory of Samarkand will amount to 28.08 thousand hectares, and the population is estimated to be more than 1.018 million people.
According to preliminary estimates, as part of the transformation of Samarkand into a “cities of million”, it intends to expand the territory of the city and divide it into five inner districts. According to the project, 5 territorial units with the administrative division of the city of Samarkand were selected.
At the same time, the Karasuv massif, consisting of residential and social facilities with a total area of 60 hectares, has today become one of the business cards of Samarkand.
Currently, 52 multi-storey residential buildings for 3,890 apartments have been commissioned on the array. They consist of 35 16-storey, 4 15-storey, 9 14-storey and 4 12-storey buildings.
On the massif there is a school for 1600 places, a preschool educational organization for 120 places, a building of the citizens' meeting of the mahalla, playgrounds, sports grounds, retail outlets.
In addition, a modern international airport built in Samarkand will serve 1.5 million passengers per year.
The total area of the passenger terminal of this airport will be 42 thousand meters and will consist of 3 floors. The airport can handle up to 800 passengers per hour.
If all the necessary measures are taken properly (including paying attention to the environmental situation and preventing environmental pollution), Samarkand as a “city of millions” will increase the level of socio-economic development, investment attractiveness, attract more tourists. to attract the flow, focus on the formation of new service areas, create new resorts, houses of culture and life.
