The Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan was established by the Decree of the President of the Republic of Uzbekistan No. PP-4653 "On organizing the activities of the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan, as well as its subordinate organizations" dated March 26, 2020.

The main tasks of the Ministry are:

analysis and forecasting of macroeconomic indicators and development on this basis of proposals for the introduction of market mechanisms for managing the economy and the formation of strategies for the development of its main industries in conjunction with the state of the real sector of the economy, the conjuncture in foreign markets and trends in the development of the global and regional economy;

stimulating the development of private entrepreneurship, creating favorable conditions for improving the business environment and reducing the share of the "shadow" economy, including by optimizing the participation of the state in economic processes, eliminating bureaucratic obstacles, ensuring the availability of financial and production resources, as well as the effective use of the potential of small industrial zones;

development of strategies (models) for the development of the country's industry based on the effective allocation of production forces, rational use of the available natural and economic resources of the regions in order to ensure diversification and increase the competitiveness of the national economy, as well as the interconnectedness of sectoral and territorial development;

implementation of systemic measures to ensure the balance of commodity markets through the introduction of innovative developments and technologies, increased labor productivity, accelerated development of manufacturing industries and expansion of production of finished competitive products with high added value;

development of strategic directions for the development of foreign economic activity in order to increase the export potential of the national economy by implementing an industrial policy aimed at stimulating the production of export-oriented products, reducing its import dependence on the basis of deepening the localization of production, as well as expanding cooperation between the regions of the republic and foreign countries;

activation of state policy in the field of urbanization, ensuring effective state regulation of urbanization processes in conjunction with the rational placement of production facilities, the development of residential areas in combination with engineering, transport and social infrastructure facilities, as well as the introduction of modern market mechanisms for land plots;

participation in the development and implementation of an active investment policy of the country by identifying areas and industries to attract investments that contribute to sustainable economic growth, increase the competitiveness of the national economy, strengthen industrial potential and comprehensive development of territories;

conducting a comprehensive analysis and developing measures to improve the level and quality of human capital, primarily in rural areas, as one of the main resources and factors for the development of the national economy, increasing its competitiveness;

ensuring the introduction of modern information and communication technologies into the activities of economic bodies, retraining and advanced training of personnel, improving the forms and methods of work of the Ministry's staff and its structural divisions, aimed primarily at achieving concrete results in the entrusted area, strengthening the personal responsibility of employees for timely and high-quality performance of tasks assigned to them;

providing assistance in the high-quality and timely implementation of projects financed from the State Budget of the Republic of Uzbekistan and state trust funds, creating a complex of interdepartmental system for the examination of projects, their pre-project, project and tender documentation, technical specifications within the framework of the formation and implementation of state development and investment programs.

The Ministry , in accordance with the tasks assigned to it , performs the following functions:

1) in the field of analysis and forecasting of macroeconomic indicators and the development of proposals for the introduction of market mechanisms for managing the economy and the formation of strategies for the development of its main industries:

carries out, based on the goals and priorities of the socio-economic development of the country, systematic monitoring and analysis of the processes of market reforms and economic liberalization, and on this basis develops measures to expand the scope of liberalization and modernization of the economy;

develops on the basis of critical analysis proposals to expand the introduction of market methods and mechanisms of economic management, reduction and optimization of state regulation of the economy;

develops and monitors the main macroeconomic indicators, conducts a systematic analysis of the level of economic and social development of the republic, territories and industries;

develops measures to ensure macroeconomic stability and economic growth in the interconnection of the main macroeconomic indicators with monetary aggregates, parameters of the state budget, foreign trade and intersectoral balances, as well as the situation on the world market and trends in the development of global and regional economies;

studies trends in the development of economic and social processes, conducts a comprehensive system analysis of the development of economic sectors and territories, identifies existing imbalances in the economy and develops ways to overcome them;

develops variant scenarios, programs and concepts for the development of the republic in the context of economic sectors and territories for medium and long-term periods;

2) in the field of stimulating the development of private entrepreneurship, creating favorable conditions for improving the business environment and reducing the share of the "shadow" economy:

develops comprehensive measures to stimulate the development of entrepreneurship and increase the share of the private sector in economic sectors and small industrial zones;

develops proposals for improving legislation aimed at improving the business climate in the country and the effective use of the potential of small industrial zones, eliminating unnecessary bureaucratic procedures in the conduct of business;

develops practical measures and proposals to improve the work of the territorial departments of the Ministry, district and city departments on the basis of appeals from individuals and legal entities;

involves business entities in the processes of developing measures to further improve the business climate and improve the legislative framework, as well as strengthening public control over the practical implementation of adopted regulatory legal acts in the field of entrepreneurship;

3) in the field of developing strategies (models) for the development of the country's industry on the basis of rational allocation of production forces, effective use of available natural and economic resources of the regions:

participates in the development of measures to create a favorable investment climate in the Republic of Uzbekistan, including improving conditions for enhancing investment activity and attracting foreign investors;

develops long-term and medium-term investment policy strategies, interconnected with programs of structural transformation and diversification of industries, development of production and engineering and communication infrastructure, comprehensive programs of socio-economic and industrial development of territories;

develops proposals to improve the efficiency of investments directed to the implementation of industrial, infrastructure and social investment projects;

develops proposals to ensure that the rates of economic growth and balanced development of economic and social sectors are compatible with the needs for investment resources, including foreign direct investment;

develops program measures in the field of increasing energy efficiency and reducing the resource and capital intensity of social facilities;

develops industry-specific programs to increase the competitiveness of production by reducing the cost of production, maximizing the use of production capacity, the introduction of modern equipment and advanced resource-saving technologies;

ensures the rational and efficient use of raw materials and highly liquid products based on the organization of the development of the most important material balances and monitors their implementation;

conducts an in-depth analysis of the volumes and nomenclature of imported products and, on this basis, develops proposals for expanding production capacities to localize the production of products, components and materials;

4) in the implementation of systemic measures to ensure the balance of commodity markets:

develops and monitors the implementation of the policy in the field of industrial development of the country;

organizes the development and implementation of programs for the modernization and diversification of basic industries based on the in-depth processing of mineral and raw materials with the production of products with high added value;

based on an in-depth analysis of the state and trends in the development of industries, he develops proposals for the formation of an effective industrial structure, ensuring its integrated and balanced development;

coordinates the development of programs for modernization and technical re-equipment of industries and intersectoral complexes based on the introduction of advanced innovative technologies;

assesses the development of industries and measures taken to expand the production of competitive products with high added value;

forms, in accordance with the established procedure, the volume and structure of supplies of products (works and services) for state needs, as well as the mobilization plan of the country's economy;

organizes work on the formation and monitoring of the state order for the purchase and use of food and fruit and vegetable products;

develops proposals for the development of infrastructure for the procurement, storage, processing and logistics of fresh fruit and vegetable products;

develops programs to deepen the level of processing of fruit and vegetable and meat and dairy products, expand the production of ready-made food products;

5) in the field of developing strategic directions for the development of foreign economic activity in order to increase the export potential of the national economy:

develops practical measures to develop the export potential of the Republic of Uzbekistan based on a deep analysis of the volume and structure of exports, identifying reserves for increasing volumes and expanding the range of exports;

develops annual export forecasts and estimated parameters of imports of goods (works, services), foreign trade balances in accordance with the measures taken to stimulate the development of export potential, rationalization of imports and optimization of the trade balance;

based on the study of the conjuncture in foreign markets and trends in the development of foreign markets, he develops proposals for the development of production of new types of goods for their subsequent promotion for export;

analyzes the volumes and nomenclature of imported products and, on this basis, develops proposals for expanding production capacities for the production of consumer goods, optimizing its import dependence on the basis of deepening the localization of production of finished products, components and materials;

On behalf of the Government, represents the interests of the Republic of Uzbekistan in foreign countries and international organizations and concludes, in accordance with the established procedure and in accordance with the norms of international law, cooperation agreements with competent organizations of other states on economic and industrial development issues;

6) in the field of state policy of urbanization, ensuring effective state regulation of urbanization processes:

performs long-term planning of the pace, stages and results of industrialization policy, analysis of long-term demographic trends in urban and rural areas, calculation of the demographic capacity of cities in conditions of rapid industrialization, the need for labor in cities;

identifies "poles of growth", selects management centers, coordinates policies in the fields of education, labor market formation, internal and external migration;

develops a comprehensive program to coordinate the processes of labor migration from rural areas to cities, providing for institutional and organizational measures to train and retrain rural residents in new industrial specialties;

manages the formation of urban agglomerations taking into account the creation of satellite cities, including social, utility and road transport infrastructure based on the introduction of advanced, energy-saving, environmentally friendly technologies and materials;

develops measures to regulate the integrated development of the urban settlement system, the formation of an effective ratio of small, medium, large and large cities, taking into account foreign experience and world practice;

7) in the field of participation in the development and implementation of an active investment policy of the country:

defines the main directions for attracting investments in conjunction with the parameters of targeted sectoral and territorial development programs;

participates in the development and implementation of state development programs and investment programs that ensure the sustainable development of the national economy in the medium and long term;

participates in the preparation of proposals for the effective and high-quality implementation of investment projects included in state development programs, investment programs, as well as sectoral and territorial development programs;

coordinates technical conditions for the formation of concepts (strategies) for the development of industries developed by ministries, departments, business associations, including those developed with the involvement of foreign consulting companies;

8) in the field of comprehensive analysis and development of measures to improve the level and quality of human capital development:

coordinates the development of the forecast of the balance of labor resources, as well as the supply and demand of labor on the basis of in-depth analysis and forecast of demographic indicators, quantitative and qualitative changes in the number and structure of labor resources, prospects for economic development;

develops, based on a systematic analysis of indicators of the standard of living of the population, proposals to ensure the growth of incomes and purchasing power of the population, improve the quality of life and increase the material well-being of the population;

develops comprehensive measures aimed at improving the education system and ensuring the needs of the labor market by qualified specialists;

participates in the development of the concept, strategy and development programs, as well as proposals to strengthen the material and technical base of educational, scientific, healthcare, sports, culture, tourism and other social infrastructure facilities;

participates in the development of proposals to improve regulatory legal acts in the field of labor and employment, education, health, sports, culture and tourism;

9) in the field of introducing modern information and communication technologies into the activities of economic bodies, retraining and advanced training of personnel, improving the forms and methods of work of the Ministry and its structural divisions:

determines the priority directions of software development, taking into account the real needs of economic authorities;

ensures the development of proposals to identify priority areas for the introduction of modern information and communication technologies in the activities of economic authorities;

coordinates the process of development and implementation of information technologies and communications, as well as ensuring information security in the departments of the Ministry;

organizes retraining and advanced training of personnel on a systematic basis, implements measures to improve the forms and methods of work of managers and employees of the Ministry;

provides systematic work aimed at continuous improvement of the professional level of employees of the Ministry;

10) in the field of assistance in the qualitative and timely implementation of projects financed from the State Budget of the Republic of Uzbekistan and state trust funds:

organizes the examination of pre-project, project, tender documentation in accordance with the established procedure within the framework of the formation and implementation of state development programs and investment programs;

organizes the examination of technical specifications, contracts, import contracts for public procurement of goods (works, services) and additional agreements to them in accordance with the established procedure;

develops proposals to ensure high-quality and timely implementation of projects financed from the State Budget of the Republic of Uzbekistan and state trust funds.
