On the basis of the Resolution of the President of the Republic of Uzbekistan dated October 13, 2020 № PR-4862 "On additional measures to improve the system of involvement of the population in entrepreneurship and the development of entrepreneurship", further support is provided for entrepreneurship and business initiatives of young people and women. According to him, young people and women have the right to receive loans from 25 million to 225 million soums by JSCB "Microcreditbank" and JSC "Xalq Banki" for having entrepreneurship and business skills by studying in non-governmental educational institutions and obtaining a special certificate. will have.

In order to organize the systematic implementation of this resolution, on the basis of the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan № 388 dated June 22, 2021 "On measures for the effective implementation of programs for vocational and entrepreneurial training of youth and women and the allocation of microcredits for their entrepreneurial activities", the Agency for Entrepreneurship Development under the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan has compiled an electronic register of non-governmental educational organizations operating in the regions of the Republic of Uzbekistan and posted it on the official website of the Agency www.uzade.uz. In addition, the Ministry of Higher and Secondary Special Education, the School of Business and Entrepreneurship, the Ministry of Employment and Labor Relations, the Chamber of Commerce and Industry, the Agency for Youth Affairs, the Ministry of Neighborhood and Family Support and the Entrepreneurship Development Agency have developed a training load guide and a sample program for training young people and women in business and entrepreneurial skills by these non-governmental educational organizations and posted them on the official website of the Agency (link: http://uzade.uz/sites/default/files/yoriqnoma.pdf).

It should be noted that young people who have the initiative to register a small business and private entrepreneurship will not only gain additional knowledge and skills in the NGOs included in this register, but also additionally will be able to get a loan at the base rate of the Central Bank (14%) for the implementation of business projects.

For example, Brotherhood LLC, registered in Tashkent, has successfully trained more than 30 young people in hairdressing and entrepreneurship courses, and they have been able to obtain loans based on their business plans.

At the same time, in order to provide further financial support to potential entrepreneurs, the State Fund for Entrepreneurship Support under the Agency on the basis of the Resolution of the President of the Republic of Uzbekistan dated October 13, 2020 № PR-4862, a system of return on investment has been developed and implemented.

According to the system, students who successfully complete courses in non-governmental educational institutions included in the electronic register will be reimbursed 70% of their tuition fees (but not more than 1 million soums).

In this case, these funds will be provided to the student directly by the State Fund for Entrepreneurship Support after the submission of the necessary documents.
