An online seminar on the topic "Methodology for evaluating draft regulatory legal acts ("ex-ante"), specifics of preparing reports and conclusions"

Representatives of the Ministry of Economic Development and Poverty Reduction together with the representatives of the Antimonopoly Committee at the Ministry of Justice, in order to clarify the essence and procedure for assessing the regulatory impact of draft regulatory acts, held an online seminar for officials of state bodies and organizations on the topic “Methodology for assessing draft regulatory legal acts (“ ex- ante "), peculiarities of preparation of reports and conclusions".

The seminar was attended by representatives of the Department of Regulation of Draft Normative Legal Acts and Assessment of Their Impact on the Competitive Environment of the Ministry of Economic Development and Poverty Reduction, where they presented a report on “Information on the work carried out by the Ministry of Economic Development and Poverty Reduction in the field of regulatory impact assessment, and practices to properly analyze the associated benefits and costs in this area."

In particular, within the framework of the report, since the beginning of the year, the Management Board considered 773 draft documents and made proposals to eliminate norms that negatively affect business. It was noted that 372 of them occurred in April-May, and 82 of them concluded on the need for a regulatory impact assessment.

Also during the seminar, representatives of the Ministry of Economic Development and Poverty Reduction based on the analysis and research carried out during the assessment of the regulatory impact of draft regulatory legal acts submitted to the Ministry made presentations on the practice of assessing the impact of regulatory legal acts on business entities based on well-formed data on the calculation of profit and loss.
The seminar was attended by about 117 listeners from relevant ministries and agencies responsible for this area.
At the end of the seminar, participants made suggestions and comments on issues raised in the area of regulatory impact assessment and agreed to organize regular workshops and round tables in this area.
