On June 20 of this year, a meeting was held at the Ministry of Economic Development and Poverty Reduction with the participation of Deputy Prime Minister – Minister of Economic Development and Poverty Reduction Jamshid Kuchkarov on the activities of assistant khokims on entrepreneurship development, employment and poverty reduction in the mahallas of the republic, the results achieved in the first half of 2022, as well as improving efficiency ongoing work.

The meeting was also attended by representatives of the Ministry of Economic Development and Poverty Reduction, Employment and Labor Relations and Finance, the Central Bank, the State Tax Committee, the Agency for State Asset Management, the State Statistics Committee, the State Customs Committee, the Agency for Mahallabai and Entrepreneurship Development, as well as other responsible persons.

The main purpose of the meeting are to analyze the results on the effective use of long–term rented household plots of the population and the activities of khokim assistants over the past 6 months, to ensure proper and effective organization of work, to discuss issues of eliminating the identified shortcomings.

It was noted at the meeting that 21 assistants of hakim were appointed to high positions, who achieved significant positive results by organizing effective work in the mahallas attached to them.

In particular, in the first half of the year, a number of positive results were achieved on the activities of khokim's assistants.

Firstly, due to the employment of the unemployed population and their involvement in entrepreneurial activity, employment of 1.4 million citizens has been provided;

In particular, 210 thousand people are employed in permanent jobs, 722 thousand are registered as self-employed persons, 47 thousand are involved in individual entrepreneurship and 108 thousand in paid public works, 316 thousand citizens have been allocated land on a rental basis.

Compared with the corresponding period last year, employment for permanent jobs in the republic increased by 27 thousand (115 percent), the number of self-employed increased 2.1 times or 373 thousand people.

Secondly, based on the recommendations of the khokim's assistants, a total of 4.4 trillion soums of concessional loans were allocated for 177 thousand projects and 60 billion were allocated. sums of subsidies to more than 24 thousand unemployed, as well as 128 thousand people trained in professional and entrepreneurial skills.

As a result, the state registration of 49.9 thousand legal entities and 46.6 thousand individual entrepreneurs was carried out, as well as the activities of 4.2 thousand enterprises were expanded and the capacities of 4.1 thousand enterprises operating at low power were restored.

During the reporting period, khokim's assistants successfully implemented more than 25 thousand small projects on "mayallabai" and created 47 thousand jobs.

 Thirdly, according to the results of the first half of the activity of Hakim's assistants, key performance indicators (KPIs) were evaluated online in 7 areas and 5 initiative qualities.

The meeting also addressed the problems and shortcomings arising in the field of expanding self-employment, further improving the Honadonbai system, ensuring proper distribution and use of loans and subsidies, and the development of entrepreneurship in mahallas.

Responsible ministries and departments have reached an agreement on the organization of online training seminars to further improve the effectiveness of the khokim assistants and exchange experience.

At the end of the meeting, the priorities, goals and tasks to be implemented in the second half of the year were identified. In particular, tasks such as studying the efficiency of the use of agricultural land plots allocated to citizens in the regions on the basis of a 10-year lease, determining vacant buildings and structures and land plots in the mahalla, developing specific measures to put them up for auction, determining applicants for the creation of service facilities in the mahalla and intermahalla and paying special attention to attention to the implementation of projects.
