Constitutional reform in public discussion

The large-scale tasks defined in the development strategy of the new Uzbekistan, the creation of a state friendly to the people, more effective provision of human rights, interests and dignity necessitate the creation of a new constitutional and legal space suitable for fundamental reforms in our country.

Over the past period, fundamental changes have taken place in the political, economic, social and cultural life of our society. This testifies to the urgency of strengthening the principles of the "New Uzbekistan – Social State" in our Constitution, ensuring that human interests are the main criterion in the process of various reforms, inviolability of private property, ownership of land, increasing the position of civil society institutions at the constitutional level and improving the foundations of state power.

It should be noted that, based on the proposals made by the people, as well as the proposals made by the head of our state at a meeting with members of the Constitutional Commission, based on the principle that "dignity, honor and pride of a person should be in the first place in all spheres from now on", a draft constitutional law of the Republic of Uzbekistan "On the introduction of amendments and addenda to the Constitution of the Republic of Uzbekistan" and the process of national discussion continues.

It is also worth emphasizing that not only scientists, lawyers, specialists, but also citizens themselves are directly involved in the constitutional reforms being carried out in our country.

To this end, on July 1 of this year, an open dialogue was held at the Ministry of Economic Development and Poverty Reduction on the topic "Constitutional reform in public discussion" between employees of the Ministry and its regional departments regarding the ongoing constitutional reforms.

        The meeting was attended by First Deputy Speaker of the Legislative Chamber of the Oliy Majlis of the Republic of Uzbekistan Akmal Saidov, First Deputy Minister of Economic Development and Poverty Reduction Ilkhom Norkulov, representatives of subordinate organizations and territorial divisions of the Ministry system.

        During the meeting, the sides exchanged views on the essence of constitutional reforms, amendments and additions to the Constitution, the positive impact of economic and social reforms on a large scale in the coming period.

In particular, it was noted that the constitutional amendments will become directly applicable norms aimed at ensuring and protecting the personal, social, economic, political, cultural and environmental rights and interests of citizens belonging to different social strata of society.

During the event, the changes and additions sent by the Ministry's employees were analyzed. In particular, the proposed amendments and additions to the fifth section "Organization of state power" of the Constitution of the Republic of Uzbekistan - Chapter XXV "Finance and Credit" were discussed.
