On June 9 of this year, the Ministry of Economic Development and Poverty Reduction held a meeting with the participation of Deputy Prime Minister – Minister of Economic Development and Poverty Reduction Jamshid Kuchkarov on the activities of assistant khokims on entrepreneurship development, employment and poverty reduction in the mahallas of the republic, the results achieved over the past 5 months, as well as improving the effectiveness of the ongoing works.

The meeting was also attended by First Deputy Minister of Economic Development and Poverty Reduction Saidkahhor Kholkhujaev, Deputy Minister Mirzohid Ubaydullaev, Chairman of the State Tax Committee Sherzod Kudbiev, Director of the State Asset Management Agency Akmalkhon Ortikov and other responsible persons.

The system of work "mahallabay" introduced by the President of our country is the optimal way for all spheres of integrated socio-economic development of regions, ensuring employment and entrepreneurship development, solving existing problems in the mahalla.

The main purpose of the meeting is to analyze the results of the activities of the khokim's assistants over the past 5 months, to ensure the correct and effective organization of work, to discuss issues of eliminating the identified shortcomings.

During the meeting, the main tasks of the khokims' assistants were considered, such as studying the socio-economic situation in the mahalla on "honadonbai", assistance in training young people and women in professions and entrepreneurship, assistance in obtaining loans under subsidy programs and family entrepreneurship, employment of the unemployed, especially youth and women included in the "Iron Notebook", "Women's notebook" and "Youth notebook", attraction of the unemployed population to paid public works, organization of effective use of household plots of the population, the work carried out on the basis of these tasks was also discussed.

In particular, over the past 5 months, a number of steps have been taken on the new system.

Firstly, in order to provide the population with a permanent source of income, employment of 1.2 million citizens has been provided.

Secondly, a total of 101 thousand citizens were sent for training, 59 thousand of them by profession and 41 thousand by entrepreneurship.

Thirdly, 79 thousand new business entities have been created, 11.3 thousand small production and service facilities have been put into operation, assistance has been provided in restoring and expanding the activities of more than 7 thousand enterprises, together with leading entrepreneurs, work has been organized by the method of cooperation in 25 thousand households.

Khokim's assistants pay special attention to the organization of such types of services in demand in the mahalla as a sauna, a hairdresser and a beauty salon, retail outlets, catering, repair of household appliances, ateliers, sports grounds.

If, according to the results of the census, the unemployment rate in 450 mahallas was above 20 percent, then thanks to the efforts of the khokim's assistants, positive changes took place in 211 mahallas.

During the reporting period, 3.3 trillion soums of concessional loans and 42 billion soums of subsidies were allocated for the implementation of more than 132 thousand family entrepreneurship projects in the republic.

In addition, in order to provide agricultural land for rent to the population through an auction, the total area of 78.9 thousand hectares was divided into 361.7 thousand lots and put up for an electronic tender (auction).

At the same time, during the meeting, proposals were considered for launching small projects, organizing microzones, stimulating the emergence of private entrepreneurs.

In the future, based on the main tasks of the khokim's assistants, instructions were defined on measures for the proper use of loans allocated on the basis of family entrepreneurship programs, increasing the number of business entities based on the driver areas of the mahalla, increasing indicators for ensuring employment through effective use of land, systematic and effective organization of work to increase incomes of the population, timely use of accumulated experience within 5 months.
