Participation of the delegation of Uzbekistan in the conference of the countries participating in the United Nations Convention on climate change

The delegation of Uzbekistan headed by Deputy Prime Minister Aziz Abdukhakimov and together with representatives of the Ministry of Economic Development and Poverty Reduction (Ilkhom Norkulov), State Committee of the Republic of Uzbekistan for Ecology and Environmental Protection (Jusipbek Kazbekov), Center of Hydrometeorological Service of the Republic of Uzbekistan (Sherzod Khabibullaev) took part in the 26th session of the Conference of the Countries - parties to the UN Framework Convention on Climate Change (COP 26) in the period November 9-10, 2021 in Glasgow (Scotland).
As part of the COP 26 event, the delegation voiced a national statement (updated identifiable national contribution) of Uzbekistan on combating climate change under the Paris Agreement.

At the same time, on the platform of the Central Asia Pavilion, the Ministry of Economic Development and Poverty Reduction (hereinafter referred to as the Ministry), together with the UNDP office in Uzbekistan, organized a thematic event ("side event") on the theme: "Strategy for the transition to a green economy in Uzbekistan" with the participation of representatives of the UNFCCC participating countries, international organizations, experts and scientists.
During the thematic event, the First Deputy Minister of Economic Development and Poverty Reduction Ilkhom Norkulov highlighted the ongoing activities in the field of the "green" economy in the country, including the achievements of the republic in the field of the "green" economy, targets and priorities for the implementation of the Strategy. In addition, the participants considered the issue of expanding the existing strategy, taking into account the experience of developed countries with the participation of international experts.

In addition, First Deputy Minister Ilkhom Norkulov held a number of meetings with representatives of various international organizations to discuss further cooperation, including attracting financial and technical assistance in the implementation of new initiatives announced under COP 26.
During the meeting with the Managing Director of the European Bank for Reconstruction and Development (EBRD) on "green" economy and climate action, G.B. Carpenter, a memorandum was signed between the Ministry and the EBRD, providing for technical assistance to study and diagnose the possibilities of achieving carbon neutrality of the economy, as well as strengthening the institutional capacity of the Ministry and attracting experts.

During the meeting with the Vice-President of the Asian Development Bank (ADB) B.Susantono, a memorandum was signed between the Ministry and ADB, providing technical assistance for the development of tools for monitoring climate risks and their impact on the economy, as well as capacity-building of employees of ministries and departments in the adaptation of the economy to climate change.
First Deputy Minister I.Norkulov held an online meeting with the Executive Coordinator of UNDP and Director of the Global Environment Facility P. Kurukulasuriya to further ensure coordinated work with international partners, as well as complementarity and avoiding duplication of projects, as well as the development of a joint action plan in the field of "green" economy.
At a joint meeting with Deputy Chairman of the State Committee of the Republic of Uzbekistan for Ecology and Environmental Protection Jusipbek Kazbekov and Executive Director of the Global Institute of "Green" Growth (GGGI) F.Raizberman, issues of establishing further practical cooperation were discussed.
During the meeting with the Country Program Director of the Green Climate Fund, P. U. Jarzhu, the issue of attracting technical assistance to assess the state of readiness and adaptation of economic sectors to climate change, as well as the required investment volumes, was considered.
During the meeting with the Vice-President of the European Investment Fund A. Faele, Advisor to the Vice-President A. De Bassompierre and Director General K. Hurst, the issues of attracting technical assistance to diagnose the investment potential of economic sectors with the definition of the main areas with a high multiplier effect for priority investment were considered.
At the meeting with the Executive Secretary for the Water Convention and Protocol on Water and Health of the United Nations Economic Commission for Europe (UNECE), S. Koeppel, the possibilities of establishing cooperation in such areas as institutional development of water resources management, including in agriculture, utilities (drinking water and sewerage) were discussed.
Also, within the framework of this conference, Ilkhom Norkulov met with the head of India's leading company Dalmia Cement, M. Singi, at which an agreement was reached on the readiness to send specialists to study and develop proposals for decarbonization of cement production in Uzbekistan.
