Commentary to the Resolution of the President of the Republic of Uzbekistan "On measures to implement the project" Sustainable Rural Development "with the participation of the Islamic Development Bank and the OPEC Fund for International Development."

The director of the "Rural Infrastructure Development" Project Zafar Urakov spoke about the main aims of signing this document by the President of the Republic of Uzbekistan. In particular, he noted that the "Sustainable development of rural areas" project was approved in order to radically update the architectural appearance of rural settlements, improve the population culture of life through integrated development of territories, construction of road transport infrastructure, engineering and communication networks as well as social facilities.

The project will be implemented through credit financing by the Board of Directors of the Islamic Development Bank in the amount of 200 millions US dollars and the Board of Directors of the OPEC Fund for International Cooperation in the amount of $ 75 millions US dollars.

The Representative Office of the United Nations Development Program (UNDP) in Uzbekistan will also act as a partner of the responsible executive body during the project implementation period and will grant  $ 3.05 million US dollars for the project, the share of the Republic of Uzbekistan in the project implementation makes $ 59.95 million US dollars.

The Ministry of Economic Development and Poverty Reduction will act as the executive body responsible for the timely implementation and coordination of the project.

The project will be implemented in 170 MCAs (40 central, 130 adjacent makhallas) in 20 districts of the Republic of Karakalpakstan, Bukhara, Navoi and Khorezm regions. The project implementation period will take 5 years (2021-2025). The total project budget makes 338 million US dollars.

Deputy Director of the “Rural Infrastructure Development" Project  Zokir Rakhimov noted that the document provides the principles and stages of the project implementation, which are marked in the Roadmap of the Decree. In particular, in matters of project implementation mechanisms, the selection of 170 MCAs and the identification of objects (sub-projects) in villages will be carried out jointly with the UNDP representative office in Uzbekistan; the development of an address list of rural development programs, with the participation of the khokimiyats of regions and districts, will be carried out on the basis of the opinion of the rural citizens; the makhalla and the family will be supported, namely, the safety of the population and environmental protection will be ensured during the implementation of the works provided for the project; prior to the start of financing of subprojects, a state environmental expertise will be conducted on materials to assess their impact on the environment.

Communication and work with the rural citizens will be based on the principles of openness in the formation of targeted programs, in each village surveys, meetings, seminars and trainings will be organized with a group of experts of public organizations, as well as presentations on the project will be held.

The Decree of the President of the Republic of Uzbekistan "On measures for the implementation of the project         " Sustainable Rural Development " with the participation of the Islamic Development Bank and the OPEC International Development Fund" entered into force on 18.09.2021.
