Meeting with the head of the working group on the creation of a system of state cadastral valuation and determination of the cadastral value of real estate objects

At the Ministry of Economic Development and Poverty Reduction, Deputy Prime Minister - Minister of Economic Development and Poverty Reduction Jamshid Kuchkarov met with the head of the working group on creation of the system of State cadastral valuation and determination of cadastral value of real estate objects Julia Usova.

The meeting was also attended by First Deputy Minister of Economic Development and Poverty Reduction Ilhom Norkulov, Deputy Minister of Finance Dilshod Sultanov, Director of the Cadastral Agency under the SТC Fazliddin Umarov, Director of the State Assets Management Agency Akmalhon Ortikov and other specialists.
The main purpose of the meeting was to consider issues related to the development and implementation of an economically sound state policy in the field of real estate, including regulation of the real estate market.

During the meeting the Russian side was recommended to form a modern model of regulation and identify a state body for the normative legal regulation of the real estate market, including privatization, valuation activities, state cadastral valuation.
In determining the cadastral or market value of land plots the main pricing factor is the type of permitted use, which requires the development and introduction of a classifier of permitted use of land plots, as well as rules for establishing and changing them. At the same time, the types of permitted use of a land plot are the main characteristic on the basis of which the parameters of building a land plot must be determined.

Another important issue of the meeting was the formation and turnover of a single real estate object (SREO) and the introduction of real estate tax. Moving to the SREO will require changes and additions to the legislation on cadastral registration and registration of rights, providing for the specifics of cadastral registration and registration of rights to the SREO, the rules for merging and the SREO section.
Also, the Uzbek side got acquainted with interest with the Russian experience in regulating the real estate market and determining the cadastral value of real estate and noted that the development of an effective strategy for territorial development is a priority for our country.
The head of the working group also noted the importance of synchronizing a number of reforms in the areas of urban planning, taxation, cadastral registration and privatization of real estate.
The meeting participants also discussed further steps in the implementation of the State Cadastral Appraisal system and determining the cadastral value of real estate objects.
At the end of the meeting, both sides noted their readiness to continue mutually beneficial and long-term partnership in order to effectively implement the planned reforms.
