International Forum of Interparliamentary Global Cooperation in Implementing of the Sustainable Development Goals

On June 23-24 this year, the International Forum of Interparliamentary Global Cooperation in the Implementation of Sustainable Development Goals was held in the city of Bukhara, Bukhara region.

           For reference: The Sustainable Development Goals are a set of 17 interrelated goals, developed in 2015 by the UN General Assembly as “a blueprint for a better and more sustainable future for all”. These goals were named in the resolution of the General Assembly "Agenda for the period up to 2030" and they replaced the Millennium Development Goals. The Republic of Uzbekistan has approved 16 national SDGs, 125 targets and 199 indicators.

The forum was attended by Chairperson of the Senate of the Oliy Majlis of the Republic of Uzbekistan Tanzila Narbaeva, UN Resident Coordinator in the Republic of Uzbekistan Helena Fraser, Secretary General of the Inter-Parliamentary Union Martin Chunchong, Deputy Minister of Finance Odilbek Isakov, Director of the Department of the Ministry of Economic Development and Poverty Reduction Ilkhom Umrzakov and other representatives of foreign parliamentarians countries.

The main goal of the Forum was the exchange of international cases of other countries and parliamentarians in the implementation and achievement of the SDGs. In particular, a representative from Austria spoke about how effectively the youth had influenced in attracting them to solving political issues. Also, the Member of the European Parliament from Poland, shared the methods for assessing and controlling expenditures and budget revenues in the implementation of the SDGs. A representative from Turkey spoke about the healthcare transformation model in the context of Turkey's national development strategies. In the same way, various cases of such countries as Malaysia, Russia, Spain, Germany, Japan, Great Britain, Afghanistan, Belarus, etc. were listened to.

During the forum, information was provided on the results achieved by the government of Uzbekistan over the past period since joining the SDGs. It was noted that the level of poverty of the population decreased from 12.3% in 2016 to 11.0% in 2019. The share of women occupied in the Legislative Chamber of the Oliy Majlis increased twice, and amounted to 32% for the period 2018-2019. Real GDP per capita grew by 3.9% in 2019, while the share of homeless households fell to 1.9% in the same year.

In addition, Ilkhom Umrzakov added that in 2020 Uzbekistan took 66th place in the international rating of the Sustainable Development Index, calculated by independent experts. He also noted that in Uzbekistan, as in any other developing country in the world, there is a lack of financing for the SDGs. Achieving the National SDGs in 2030 requires more efficient use of public funds and accelerating structural measures to ensure adequate funding through the creation of an Integrated National Funding Mechanism, adding that such activities serve as an important tool to support cooperation between countries in implementing the SDGs in the context of the national strategy.

At the end of the speech, each of the representatives voiced their proposals for the effective implementation of the sustainable development goals, as well as for enhancing the role of parliament in achieving these goals, and expressed their commitment to further mutually beneficial partnership. In addition, a Declaration was adopted at the end of the Forum.
