Information on improving the financial literacy of women entrepreneurs and providing them with loans

I. Women's Entrepreneurship Initiative and Legislative Changes to Further Improve the Existing Business Environment.
On the basis of the Resolution of the President of the Republic of Uzbekistan dated March 5, 2021 "On measures to further improve the system of support for women, ensuring their active participation in society" PP-5020, the Ministry of Economic Development and Poverty Reduction The draft Resolution of the President of the Republic of Uzbekistan "On additional measures to improve the support system, further improve the business environment" was developed and approved by the President of the Republic of Uzbekistan on April 4, 2021 as Resolution PP-5087.
It should also be noted that the Agency, the Ministry of Employment and Labor Relations, the Chamber of Commerce and Industry, the Agency for Youth Affairs, the Association of Craftsmen in order to ensure the employment of youth and women of the Republic of Uzbekistan.
A draft Resolution of the Cabinet of Ministers "On measures to further support the provision of additional benefits to entrepreneurs and artisans attached to unemployed youth" was developed and submitted to the Cabinet of Ministers in consultation with government agencies.
This draft resolution was approved by the President of the Republic of Uzbekistan on April 21 this year Resolution PQ-5088 "On measures to organize the activities of youth industrial and entrepreneurial zones and support youth entrepreneurship initiatives" was adopted.
At the same time, on March 27, 2021, the Resolution of the President of the Republic of Uzbekistan No. PP-5041 "On additional measures to be implemented in the framework of family business development programs" was adopted.
Based on this decision, the online platform www.oilakredit.uz was launched to ensure openness and transparency and prevent corruption. On the platform, citizens can apply online for loans under existing government programs, have information on the availability of funds and the status of the application.
The above normative legal acts:
- Development of business entities, in particular, newly created business entities and the creation of a comprehensive system of comprehensive support;
- formation of a solid basis for the formation of small and medium-sized businesses and further improvement of the existing business environment;
- aimed at further reducing the existing unemployment rate in the country through the support of entrepreneurship through benefits and preferences.
II. Encouraging women's entrepreneurship, training in entrepreneurship and work done on lending.
JSC "Xalq Bank" is responsible for ensuring the employment of women through entrepreneurship, and as part of the initial changes in this area, the position of Deputy Chairman for Women's Support was introduced in the top management of the People's Bank.
In particular, in addition to the Deputy Chairman of the Board of the bank 14 regional and 196 district branches have been set up as deputy heads for women's entrepreneurship and worthy candidates have been appointed.
432,781 women are included in the "Women's Book" in the country. Together with the Xalq Bank, local authorities and mahallas, the issues of women's involvement in entrepreneurship were studied and surveys were conducted.
Also, a memorandum of cooperation was signed between the Xalq Bank, the Ministry of Employment and Labor Relations, the Association of Business Women of Uzbekistan "Tadbirkor Ayol" for the training of women included in the "Women's Book". provided.
In particular, under this Memorandum, 3,651 women were trained in entrepreneurial skills, and for this purpose 1.6 billion soums were allocated from the State Fund for Employment.
It should be noted that in the 1st quarter of this year, a total of 48,329 women were trained and issued special certificates, and currently 2,900 women are trained on the basis of a 48-hour training program, as well as the study found that a total of 8,148 women had the skills necessary for entrepreneurial activity.
According to the preliminary results of the study, about 70,000 women have expressed a desire to start a business, and the Xalq Bank has allocated 2 trillion soums through the involvement of women in entrepreneurship.
Based on the specifics of the regions, the Bank has developed "Business Plan" projects in 72 different areas and distributed handouts (brochures), and now, based on the specialization of the regions, helps to formulate projects and implement existing business ideas.
To date, 49,197 women have received Rs 750 billion 994 million soums which were attracted to entrepreneurship and more than 50,000 women were employed.
The Ministry of Employment and Labor Relations, JSC "Xalq Bank" and the Association of Business Women of Uzbekistan "Tadbirkor Ayol" currently provide training and certificates to 5,408 women who want to start a business in the country on the basis of the project "Prosperity".
In addition, the Ministry of Tourism and Sports of the Republic of Uzbekistan, the European Bank for Reconstruction and Development, the Association of Business Women of Uzbekistan "Tadbirkor Ayol" On June 2, 2021, a forum on "Supporting women entrepreneurs in the field of tourism and increasing work efficiency" was held.
Westminster International University in Tashkent in cooperation with the Association of Business Women of Uzbekistan "Entrepreneurial Woman" on training women in entrepreneurship On June 7-19, the Association plans to hold business training seminars for all women entrepreneurs in the country with the participation of qualified specialists.
At the same time, the President of the Republic of Uzbekistan Ensuring the implementation of the Resolution No.PR-4862 from October 13, 2020 "On additional measures to improve the system of entrepreneurship and development of entrepreneurship" and the involvement of the population, especially women in entrepreneurship and training In the 1st quarter, 1,902 women were trained in short-term training courses throughout the country, of which 263 women received loans in the amount of 7,175.2 million soums.
In January-March 2021, the State Fund for Entrepreneurship Support under the Agency for Entrepreneurship Development, through its commercial banks and their regional branches, provided 827,202 million soums to 783 women entrepreneurs. 375,444 million soums worth of loans soums guarantee service was provided. As a result, 6,861 new jobs were created in the country and the unemployed were provided with jobs.
Also by the Fund within its competence 206 909 mln. soums compensation was allocated for 1 949 entrepreneurs’ 1,527,860 mln. soums loans. That is in turn Within the country, 10,810 unemployed people were provided with new jobs.
Training centers for women on entrepreneurial skills and knowledge were organized by the training centers under the Ministry of Mahalla and Family Support. In the 1st quarter, 22,317 women were trained.
It is available during the reporting period, 6,927 women completed training courses in 8 areas (sewing and embroidery, hairdressing, confectionery, baking and cooking, national crafts, information technology, psychology, agriculture, etc.) in the field of sewing and cooking.
