Meeting with representatives of the French Development Agency

March 31 this year at the Ministry of Economic Development and Poverty Reduction, a meeting was held with the representatives of the French Development Agency (hereinafter AFD) headed by Vincent Kopen, director of the AFD office in Tashkent.
For information: AFD is a public financial institution that implements the policy of the French Government. The main goal of the AFD 's activities is declared to be the fight against poverty and support for sustainable development by financing (loans and grants) projects to improve life and green projects.

During the meeting, the parties discussed the proposed approaches to the new program of budget support (Policy Based Lone), the current status and implementation of the Green Economy Strategy, the institutional framework, in addition to the key areas of the developed action plan for the implementation of the strategy, as well as the involvement of interested ministries and departments.
At the beginning of the meeting, the French side made a presentation on the foundations for the transition to green fiscal rules and their benefits.
In this regard, AFD reported that it has engaged PricewaterhouseCoopers (PwC) for “an in-depth study analyzing the practice of green budgeting in Uzbekistan as one of the pilot countries.
The AFD noted that “the Agency is committed to improving the quality of its services and supporting its partners in green budgeting and budgeting mechanisms to act as real structural instruments for the transition to a low-carbon economy and achieving nationally determined contributions.”

The Uzbek side informed that according to the “approved Strategy for the transition of the Republic of Uzbekistan to a “green economy” until 2030, it is envisaged:
- improving the energy efficiency of the basic sectors of the economy;
- diversification of energy consumption and development of the use of renewable energy sources;
- adaptation and mitigation of the effects of climate change, increased efficiency in the use of natural resources and the preservation of natural ecosystems;
- development of financial and non-financial mechanisms to support the “green economy”.
Following the meeting, representatives of the FAR expressed their readiness to provide bilateral technical and financial assistance in order to further implement the Strategy for a Green Economy in Uzbekistan.
