Community mobilization activity to develop 'Qishloq Development Plans'

The Ministry of Economic Development and Poverty Reduction, with support of the World Bank and the Asian Infrastructure Investment Bank, is implementing the Rural Infrastructure Development Project. Community mobilization process is underway in 9 mahallas of Bakhmal district, Jizzakh region to develop "Qishloq Development Plans" in the framework of the project.

For information: The project is being implemented within the framework of loan financing, and the total amount is 183.6 million US dollars.

The aim of the project is to improve the daily livelihood of the population by radically renewing the architectural appearance of rural settlements, the integrated development of regions, the construction of road transport infrastructure, engineering and communication networks and social facilities.

For information: The project finances such infrastructure sub-projects as: renovating existing drinking water supply and sewerage systems; modernization of public buildings to improve their energy efficiency; restoration of social infrastructure facilities; drainage of rural roads and increase their flood resilience; provision of energy supply to these settlements.

The project covers more than 300 villages in Andijan, Fergana, Namangan, Jizzakh and Syrdarya regions; rural communities will be able to receive funding to improve the quality of basic social infrastructure.

The uniqueness of the project lies in the fact that residents of rural settlements are involved in assessing the basic needs in their makhallas and choosing infrastructure sub-projects alongside with engaging in the decision-making process for their further maintenance.

Currently, within the framework of the project in Jizzakh region, active work is underway to mobilize communities, aimed at developing a "Qishloq Development Plan".

On March 24, the head of the World Bank Country Office in Uzbekistan Marco Mantovanelli visited the farm "Saroy" in Bakhmal district, Jizzakh region in order to get introduced with the project activities. During the visit, the head of the representative office was presented a subproject on the "Qishloq Development Plan" of the MCA, in particular, on the reconstruction and equipping of the branch of the school No.30 with its 220 seats. 

The delegation also inspected the project site of the school branch and listened to the views of the chairman of the Makhalla Development Unit of "Saroy" MCA.

Mr. Mantovanelli then participated as a direct observer in the preparation of the first version of the Qishloq Development Plan of Sangzor MCA, Bakhmal district. During the conversation with the members of the Makhalla Development Unit, the views of the local population on the progress of the project and the expected results of rural infrastructure development were also heard.

At the same time, the Project Implementation Unit provided detailed information to the Head of the Representative Office regarding the community mobilization activity in 9 MCAs carried out up-to-date (namely, "Uzunbuloq", "Temirkadam", "Madaniyat", "Oykor", "Sangzor", "Bakhmal", “Muzbulok”, “Molguzar” and “Saray”), where the results of the verification of the welfare analysis and the resource map compiled by walking around the countryside were carried out by Qishloq facilitators and engineers. In addition, education and health analyzes are shown with the participation of members of the Temporary Makhalla Development Unit and representatives of the youth of the village.
