The Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan announces the opening of Component A Coordinator of the Project " Energy Efficiency Facility for Industrial Enterprises " vacancy.

Prerequisites:

The Republic of Uzbekistan received a loan from the International Development Association (IDA) and from the International Bank for Reconstruction and Development (IBRD) to implement the project “Improving the energy efficiency of industrial enterprises”. The aim of this project is to increase the energy efficiency of industrial enterprises through the development and mechanism introduction for financing investment in energy conservation. The project consists of two components: (a) capacity building in the field of energy efficiency (b) credit line for investments in energy efficiency of industrial enterprises, administered by the participating banks.

The objectives of capacity development component in energy efficiency are: (i) to assist in the development of a strategy for improving the energy efficiency of industrial enterprises, which would allow the Government of Uzbekistan effectively implement, systematically scale and expand work in this direction; (ii) the organization of targeted training on the preparation and project implementation to improve energy efficiency in the industrial sector; (iii) creation and support the work of the Project Coordination Group (PCG) under the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan, which is responsible for coordinating the implementation of the project. The credit line support component will be implemented by participating banks.

The Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan is the main coordinator for the project implementation and capacity development in energy efficiency issues. There is a Project Coordination Group under the Ministry and a Project Coordinator will be involved.

 

TERMS OF REFERENCE

For Coordinator of Component A of the Project " Energy Efficiency Facility for Industrial Enterprises "

Tasks assigned to the Coordinator of component A:

1. The total and daily coordination of the project on capacity building on energy efficiency, including the coordination of training sessions on energy efficiency, evaluation and monitoring of energy savings, etc.
2. Guide the work of local and foreign consultants hired under the component A of the project on capacity building on energy efficiency, including the monitoring results in accordance with contracts, implementing, where appropriate, response and coordination of consultants for compliance with the general plan of the project.
3. Organization of short-term training for PCU, depending on needs, in areas such as planning and development of organizational skills, English language training, organization of procurement by the rules of the World Bank, as well as on procedures for the development of World Bank loans, and other matters as required.
4. Prepare detailed reports on the results of the project to Director of PCU in accordance with the requirements of the Project and other requirements regarding the reporting of the project according to the procedures of the World Bank.
5. Processing and aggregation of reports and documents received from the consultants, systematization and structuring them into a comprehensive document in accordance with the plans of the project;
6. Ensure the wide and open consultation, debate and peer review of the project reports and documents with all parties concerned, the organization of discussions through the round tables, seminars and trainings.
7. Assistance Director of PCU in determining and maintaining a strategy of partnership with the responsible parties, as well as provide advice and contribute to the improvement of project activities;
8. All other actions necessary for coordination of Component A of the project.

The period of provision of consulting services:

The Coordinator of Component A will be hired to work full time. Providing consulting services for one year. Contract extension for a period before the end of the project is possible. However, during the probationary period of 6 months, the contract may be canceled in case of unsatisfactory work performance.

 

Requirements concerning the experience and qualifications of the Coordinator of Component A:

The Coordinator of Component A must have a degree in engineering / science / management / business, and at least 5 years experience in relevant field, of which 3 years experience in organizational work in the development / management, must have confirmed the skills of managing people and work in teams. Preference will be given to consultants with experience in the field related to energy efficiency.

The Coordinator of Component A should have experience of successful work with ministries and departments of Uzbekistan. In addition, it is preferred that the coordinator had experience working with international financial institutions and bilateral organizations, as well as international experience in implementing a major project. Fluency in written and spoken English and Russian, as well as computer skills are required. Knowledge and experience with the procedures of international organizations will be given an advantage.
