In the Fergana and Andijan regions, studies were carried out on expanding the export potential, developing a system of aggregators of integrated services in agriculture

On February 23-25 this year, representatives of the Ministry of Economic Development and Poverty Reduction and responsible departments together with EBRD representative Eric Livni and Project Manager of the German Organization for International Cooperation (GIZ) Bit Shoreyt conducted a study on the development of a system of aggregators of complex services in agriculture in the Ferghana and Andijan regions.

It should be noted that within the framework of the broad reforms carried out in the country this year in all regions of the republic, based on the specialization of districts and mahallas, together with “leader” entrepreneurs and assistants of khokims in mahallas, tasks for the effective use of land allocated to the population through an electronic competition have been defined.

 

In the course of the research, the current situation on the effective use of agricultural land, cultivation and export of products were analyzed, in particular, cooperation with large entrepreneurs in the direction of exporting agricultural products grown on household plots of the population, the widespread involvement of assistants of khokims of mahallas in this process, the creation of a guaranteed source of income for the population.

The measures taken to provide the population and farmers with high-quality seeds and improve their knowledge and qualifications, in particular, improving the supply system of high-quality seeds, seedlings and chemicals for growing export-oriented products of the same quality on land plots allocated on the basis of an electronic competition and household plots of the population, as well as the introduction of international standards for the cultivation and export of agricultural products, have also been widely studied.

At the same time, in order to exchange views on these raised issues, search for effective solutions to existing problems and develop proposals, a round table was organized on February 24 in the city of Andijan with the participation of responsible individuals.

During the round table, the issues of the following were discussed: formation of internationally recognized certificates among entrepreneurs-exporters of agricultural products, understanding of the conditions for obtaining international certificates by business entities, including Global G.A.P. certificates, their advantages, the possibility of establishing and developing effective cooperative ties in order to increase the efficiency of work on selection, sowing seeds, proper organization of agrotechnical events among farmers, dehkan farms and the population were discussed, the correct establishment and development of information interaction on the search for partners in the domestic and foreign markets, the introduction of international standards and certificates.

Based on the results of the study, specific tasks were identified on the above issues and for their effective organization, the responsibility of khokim assistants for organizing work on allocated land plots and providing comprehensive assistance to the population and farmers, the creation and development, together with international financial organizations, of unified consulting centers in each territory, covering the processes from growing products to its export orientation, were determined.
