Poverty reduction is one of the main goals of our country's socio-economic policy

In early 2020, for the first time in the history of Uzbekistan, the concept of poverty was introduced by the President of the Republic of Uzbekistan Shavkat Mirziyoyev, this direction has become the main agenda of socio-economic policy.

Last year, at the 75th session of the UN General Assembly, the President proposed to make poverty eradication and the fight against poverty one of the main topics of the next session of the Assembly and to hold a global summit on these issues.

The following key strategic directions of poverty reduction tools have been implemented in the country in 2020-2021.

First, the institutional framework for poverty reduction has been created in the country, a ministry has been established to coordinate poverty reduction, and a research center has been established to conduct research in this area.

Over the past period, our country has established close ties with international organizations (UNDP, Shanghai Cooperation Organization, UNICEF, etc.), financial institutions (World Bank, Asian Development Bank) and research centers (China International Center for Poverty Reduction) of countries with advanced experience in reducing poverty.

Second, in order to provide material and intangible support to the needy in the event of a pandemic, a list of poor and needy families - the "Iron Notebook" system was created together with 4 sectors, local authorities, the general public and deputies.

The sahovat.argos.uz program has been launched to ensure the transparency of the system and to register families whose social status and living conditions have deteriorated and who are under special control by sector leaders and the "Temporary Procedure" for creating a source of income for families by providing employment for able-bodied unemployed was approved.

This year, the principle of "motivation, skills and financial support" was introduced to lift families out of poverty that included the Iron Notebook.

In order to further improve the ongoing work, the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan on April 28, 2021 "On additional measures for social support of families, women and youth in need of financial assistance and support" № 250 was adopted.

Third, on the basis of proposals and recommendations of international organizations such as the World Bank and the United Nations Development Program, the Cabinet of Ministers adopted Resolution № 544 of August 27, 2021 "On the implementation of the procedure for calculating the value of minimum consumption expenditures."

Fourth, in order to set strategic goals for poverty reduction in the medium and long term, the project "Strategy for Poverty Reduction in the Republic of Uzbekistan until 2021-2030" was developed in collaboration with experts from the World Bank and the United Nations Development Program.

As of October 1, 2021, the following works have been carried out in the regions on the basis of the system “Mahallabay”:

During the reporting period, 658 thousand people in need of social protection (233.4 thousand young people and 213.4 thousand women) or 76.5% were employed.

Out of a total of 197.3 thousand people who expressed a desire to study for a profession and entrepreneurship, 170.2 thousand (86.3%) were trained in various professions and entrepreneurship.

346.9 thousand entities wishing to carry out and expand entrepreneurial activity have been identified. To date, 304.4 thousand of them have received a total of 7280.6 billion soums and 343.3 thousand new jobs were created.

During the census, a total of 5,800 social facilities that are in a state of disrepair were identified. During the reporting period, 2,500 of them were repaired at a total cost of 2.6 trillion soums. In particular, 832 preschools, 1241 secondary schools, 325 healthcare facilities, 76 sports facilities and 219 other social facilities were repaired.

At the same time, in order to bring the effective organization of the "Mahallabay" system to a new level, from June 1, 2021, a new system was gradually introduced as an experiment in the structure of district and city khokimiyats of Samarkand region.

In this system, the Mahallabay Work Center was established as a state institution, coordinated by the First Deputy Governor for Finance, Economy and Poverty Reduction.

According to the current system, together with the employees of commercial banks attached to the mahallas, now the district inspectors, who are engaged in this work on a regular basis and receive a salary from the district administration, work in mahallas.

The “Online Mahalla” software, which provides for the interconnected digitalization of the activities of the Mahallabay Work Center and the Assembly of Mahalla, is being developed and tested in Samarkand region.

At present, a draft resolution of the President of the Republic of Uzbekistan on the introduction of the post of assistant governor for developing entrepreneurship, employment and poverty reduction in mahallas has been developed together with the relevant ministries, departments and the Agency for Public Service Development under the President of the Republic of Uzbekistan in order to bring the Mahallabay system to a new level, in particular, to provide government services based on the principle of "use of all services without leaving the mahalla" and agreed with the ministries and departments in the prescribed manner.

As a result, more than 1.802 million people living in different parts of the country have been provided with drinking water for the first time and the drinking water supply of more than 4,780,000 people in 1,738 settlements has been improved, as well as, the supply of drinking water to the population of the republic increased from 61.5% to 70.0%.

At the same time, at the initiative of the President, 100 special vehicles have been delivered to water supply companies this year to ensure the supply of drinking water to the population in remote areas of the region.
