Project in 5 regions: rural development through human development

Thanks to the self-development of the villagers, it is possible to make the rural infrastructure truly modern. This is the main goal of the Rural Infrastructure Development project, which covers more than 300 rural settlements in 5 regions of Uzbekistan.

This joint project of the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan, the World Bank and the Asian Infrastructure Investment Bank was launched in early 2021.

The project begins with an analysis of the human factor - education and health status of the population in selected rural settlements.

This will make it possible to form a "road map" on the most important issues for each individual village. Why is this related to infrastructure? Everything is very simple - full health cannot be achieved without high-quality drinking water. This is just one example of the relationship between the conditions necessary for the healthy health of rural populations and their ability to express themselves.

It is interesting to observe the process of the project, since the questions and problems that need to be analyzed may be specific also for other rural settlements and the people living in them.

The project also shows the ways out of this or that situation. The population of the (first) selected villages will have the opportunity to receive education, find common solutions to the most important problems and, finally, take a direct part in solving them. The most active people will be able to join the Mahalla development group and directly participate in activities to improve the villages.

We add that on November 25, 2020, the Resolution of the President of the Republic of Uzbekistan No. PP-4898 "On measures to implement the project" Development of rural infrastructure "with the participation of the International Development Association of the World Bank and the Asian Infrastructure Investment Bank was adopted.

The initiator of the project, which will be implemented in 2020-2024, is the Ministry of Economic Development and Poverty Reduction of the Republic of Uzbekistan.

Within the framework of the project, more than 300 villages in Andijan, Fergana, Namangan, Jizzakh and Sirdarya regions can receive funding to improve the quality of social infrastructure in settlements.

  In particular, today in the “Sokhil” makhalla of the Pakhtaabad district of the Andijan region.

  The construction of a new modern school for 264 places has been determined and a tender has been announced for the implementation of design work (lot No. 7095229). The winner of this tender was Andijanfukaroloyiha LLC.

  On April 23, a trilateral agreement was signed to perform work in accordance with the terms of reference. At present, Andijanfukaroloyiha LLC has started to perform its duties on a contractual basis.

Currently, the mobilization of the team in 9 makhallas of the Bakhmal district of the Jizzakh region has been completed to develop "Village Development Plans" within the framework of the project.

For reference: In order to get acquainted with the activities of the project, on March 24 this year, the head of the World Bank office in Uzbekistan, Marco Mantovanelli, visited the “Saray” makhalla in the Bakhmal district of the Jizzakh region. During the visit, the head of the representative office was presented with a subproject on the "Rural Development Plan", in particular, measures for the reconstruction and equipment of the branch of secondary school No. 30 for 220 students. The delegation also examined the project site of the school branch and listened to the opinion of the chairman of the Saraoy mahalla development group.

During the visit, Mr. Mantovanelli took part as a direct observer in the preparation of the first version of the Village Development Plan of the Sangzor Mahalla of the Bakhmal region. During the conversation with members of the community development group, the opinions of the local population on the progress of the project and the expected results of the development of rural infrastructure were also heard.

Reconstruction of the school on the territory of the “Saroy” makhalla of the Bakhmal district of the Jizzakh region was determined taking into account the opinion of the population and the public about the reconstruction of the school for 220 places in accordance with modern architectural requirements. Based on the results of tenders (Lot No. 7097877) Atlant Architects Group LLC, determined as the winner, proceeded to fulfill the tasks set in the tripartite agreement signed on April 27, 2021.

For reference: 410 pupils living on the territory of the Sokhil SGM attend schools in the neighboring district, located 4-7 km away, and the existing conditions in the secondary school on the territory of the Saroy makhalla do not meet the appropriate requirements. Studies have shown that such a situation causes strong protest from parents living in these villages.

Based on the results of the work, on April 27, 2021, a tender was announced for the implementation of design work to provide clean drinking water to 5 gatherings of makhalla citizens in the Bakhmal district of the Jizzakh region, including:

Muzbulok (lot No. 7106595), Oikor (Lot No. 7106583),

Molguzar (lot № 7106589), Sangzor (lot № 7106669) and Uzunbulak (lot № 7106600).

Also, tenders will be announced for design organizations for the provision of electricity, reconstruction of bridges and internal roads for the remaining 3 makhallas.

The tender process was completed in Andijan, Namangan and Fergana regions with the aim of carrying out work to mobilize the public. According to the results of the tender, the Agency for Technical Cooperation and Development ACTED (France), the International Water Secretariat (Canada), the National Movement "Yuxalish" and the NGO "Tarakkiyot" (Uzbekistan) in the Fergana and Andijan regions, the Center for Entrepreneurship Development and Management CEED (Bulgaria), LLC "Rhytm Plus" (Uzbekistan) will begin operations in the Namangan region.

Currently, negotiations are underway on agreements and their implementation. In the coming days, it is expected to sign contracts with 2 international consulting companies.
