Roundtable on the results of the World Bank mission and the activities of working groups in the field of land policy in Uzbekistan from June 2-16, 2022

On June 17 of this year, a roundtable was held at the Ministry of Economic Development and Poverty Reduction to discuss land management issues and develop further directions of land policy.

The event was attended by First Deputy Minister of Economic Development and Poverty Reduction Ilkhom Norkulov, Head of the World Bank Office in Uzbekistan Marco Mantovanelli, Regional Manager of the GIZ project Ms. Beate Shoreit, as well as representatives of the Ministries of Finance, Agriculture, Construction, Water Management, Forestry, Cadastre Agency, USAID Agency and others relevant ministries and departments.

The main objectives of the mission were:

1. Providing technical support in the development of a Land Policy Note and a Land Reform Roadmap;

2. Analysis of progress and support in the implementation of the Project “Modernization of real estate registration and cadastre”;

3. Discussion of topical areas of further support in the field of land management.

As a result of the mission, six components of land management reform in Uzbekistan were identified: 1) modernization of the property management system; 2) land reform in agriculture; 3) land reform not related to agriculture; 4) property valuation and taxation; 5) state land management; 6) land information system, access to information and data on property.

During the event, the World Bank experts presented a presentation on the main areas of land relations reform for the participants of the roundtable.

In particular, in the field of modernization of the property management system, the following are identified as strategic goals: creation of a transparent and effective land management system, strengthening of the regulatory framework for property registration. In the field of agricultural land reform – creation of an efficient agricultural land market, improvement of land use in agriculture, etc.

During the event, the participants expressed their opinions and suggestions on further directions of reforming the land administration system and were able to get answers to their questions.
