Acceleration of the process of transferring rights to perform state functions to business representatives

On October 20 of this year, a round table was organized at the Ministry of Economic Development and Poverty Reduction with the participation of a number of ministries and organizations, as well as representatives of non-commercial organizations on the topic “Acceleration of the process of transferring the rights to perform state functions to business representatives”.

During the round table, the process of implementing the Decree of the President of the Republic of Uzbekistan dated December 7, 2020 No.PD-4913 “On additional measures to attract the private sector to government-regulated areas” was discussed, the problems and shortcomings that arise in practice in connection with the expansion of the scope of attracting business representatives to the implementation of the following functions, transferred to the disposal of business representatives on the basis of a number of government resolutions, as well as the tasks facing the responsible ministries, departments in the future, were identified:

- Preparation of the collection of cadastral documents for real estate objects, including primary assemblies of cadastral documents;

- Organization for the installation of special automated photo and video software and equipment for fixing violations of traffic rules on highways;

- Conducting theoretical and practical examinations for obtaining a driver's license for all types of vehicles (except trams and trolleybuses);

- Organization of stationary weight and size control posts equipped with automated measuring devices on highways;

- Participate as an agent in the provision of certain types of public services by government agencies, institutions and organizations, including public service centers;

- Performing the functions of state bodies and organizations to ensure and conduct internal administrative and economic activities;

- Carrying out mandatory technical inspection of M1 cars owned by individuals.

During the round table, in accordance with the designated tasks, agreements were reached on cooperation between ministries and departments on the broad involvement of business representatives in the implementation of the above functions, providing them with practical and theoretical explanations for starting activities in this direction, as well as taking measures to monitor problems arising in the activities of business representatives involved in the implementation of these areas.
