The importance of minimum consumer spending and its significance in the social protection system

In order to ensure the coherence of measures to improve the standard of living of the population and further improve the mechanisms for supporting families in need of social protection, the state program adopted by the country's leadership at the beginning of this year sets the task of implementing a minimum index of consumer spending. The minimum consumption costs of the population were also planned to be put into practice as an effective instruction for the implementation of social policy in the country, as well as for the purpose of gradually ensuring them at the level of minimum standards with the inclusion of social guarantees in a single system.

As a result, the initial cost of minimum consumer spending in Uzbekistan was calculated on the basis of surveys conducted between a number of ministries and departments, as well as experts of the World Bank, as well as households distributed by the selection method in all regions of the republic. First of all, the practical use of this indicator is the development of a draft regulatory document on the gradual growth of the minimum amount of pensions and benefits to the minimum consumer costs:

First, the basic amount of pension calculation for persons who receive a minimum pension and a pension less than the specified age, an additional payment of 20 percent is introduced.

That is, in the amount of the pension according to the minimum age established today (513,350 soums) and all those who receive a pension less than this amount, it is paid by adding 20 percent of the basic pension calculation amount (52,494 soums) to the deposit.

Secondly, the minimum amount of pensions for the duration of an incomplete internship is 400,000 soums, taking into account the above-mentioned additional payment.

In practice, the minimum amount of an old-age pension is assigned in the amount of at least 50 percent (256,675 soums)from the established minimum age pension. As a result, the pension amount of 899 thousand people will be recalculated.

In the third case, starting from the minimum pension for the specified age up to 565,000 soums, the age of pension recipients and the amount of disability pension will amount to 565,000 soums.

That is, the pensions of all persons who have the necessary work experience for the appointment of a pension and who currently receive a pension in the amount of 513,350 to 564,999 soums will amount to 565,000 soums.

To do this, the size of the pension increases in proportion to the size of the current pension, up to 50 thousand rubles. As a result, the pension payment will be recalculated to 442 thousand people.

Fourth, the amount of benefits for the elderly and disabled people who do not have the necessary work experience will be increased from 315,030 soums to 400,000 soums.

At the same time, the disability allowance of group I will be increased from 430.6 thousand soums to 465.6 thousand soums. As a result, the pensions of 85 thousand people will be recalculated.

Fifth, the minimum pension for one disabled family member receiving a survivor's pension will be increased from 256,675 soums to 400,000 soums and will be paid in accordance with the current procedure for each subsequent disabled family member.

That is, in practice, a survivor's pension is provided for when assigning at least 50 percent (256 675 soums) of the minimum age pension established for each family member without disability.

In addition, for each labor failure of pension recipients, an additional payment is introduced in the amount of 20 percent of the basic amount of pension calculation for a family member.

For example, based on the work experience and salary of the deceased guardian. Each disabled family member is paid a pension in the amount of 256.7 thousand soums (50% of the minimum age pension) and compensation for flour and stale bread in the amount of 50 thousand soums for a total of 920 thousand soums.

According to the new procedure, this payment is 1,122 thousand soums - 400 thousand soums for the first child, 282.5 thousand soums for the next two children (50% of the minimum age pension) and 20 percent of the basic amount of pension calculation for 3 children. That is, according to the new order, 202 thousand soums will be added to this family.

As a result, the pension amount of a person who has lost 175 thousand breeders will be recalculated.

Sixth, to cover all family members receiving survivor's allowance, their allowance is set at 400,000 soums for one disabled family member and 150,000 soums for each subsequent disabled family member.

According to the new procedure, the total amount of payment will be 850,000 soums - 400,000 soums for the first child and 150,000 soums for the next two children. That is, according to the new order, 137 thousand soums will be added to this family.

As a result of the implementation of this practice, the amount of benefits for 59 thousand pensioners will be recalculated.

Seventh, the allowance for disabled people from childhood will be increased from 513,350 soums to 565,000 soums per month.

For example, in practice, the disability pension from childhood was paid in the amount of 513,350 soums, and as compensation for flour and stale bread in the amount of 50,000 soums - 563,350 soums. According to the new procedure, this payment, like other payments, will be rounded up to 565 thousand soums. As a result, the pensions of 290 thousand people will be recalculated.

Note that these changes will come into force on July 1 of this year.
